By ROGER AMSDEN, LACONIA DAILY SUNLACONIA — Belknap County Commissioners learned Tuesday that the county's application for a $650,000 three-year Second Chance grant to cover the cost of treatment and recovery services for inmates at the new Belknap County Community Corrections Center has been denied. DeVoy thinks that the fact that the corrections center was still being built while the application was being considered may have worked against the county. Horizons submitted a proposal for a three-year contract for providing a Corrections Opportunity and Recovery and Education program which would cost $676,225. Jacqui Abikoff of New Horizons said that the Second Chance grant program is separate from the Comprehensive Addiction and Recovery Act (CARA) grant program whose funding level for New Hampshire has been criticized by state leaders. Given the commitment you have expressed, please explain why your Department has rejected these four New Hampshire grant applications and awarded New Hampshire less than 1 percent of the total amount nationwide.”
