It is clear that the processes leading to the disposal of the contaminated product did not comply with sections 83 and 84 of the Public Procurement Act, 2003 (Act 663). I) Did Tema Oil Refinery (TOR) express its inability to professionally refine or blend the contaminated product? II) How much of which fuel contaminant overly contaminated which product between the gasoline and the diesel as being claimed by the Energy Ministry?
