BIR Commissioner Caesar R. Dulay bared the game plan as the foremost tax collection of the government started the tax payment awareness campaign. Though the BIR attributes less than four percent its collection to enforcement, it plays a crucial role in voluntary compliance. The bureau garnered in 2018 more than 96 percent out of its collection assignment of P2.039 trillion, short by around P83 billion.
