The employees' salaries are funded by the ELF, which is sourced from fees imposed by the BI on foreign nationals who want to fast-track the processing of their documents. Organic or regular employees of the BI also get their overtime and augmentation pay from the ELF. A BI official who requested anonymity confirmed the situation. Prior to the outbreak of the pandemic, the BI was collecting more than P1 billion a year from the express lane fees. In 2017, President Duterte ordered the BI to stop collecting express lane fees amid allegations from the DBM that it was a source of corruption.
