From the retreat, the team will discuss and fine-tune the final report before it is handed to President Kenyatta and Opposition chief Raila Odinga. The BBI report launched in November 2019 made wide-ranging recommendations. The steering committee’s mandate as spelt out in the Kenya Gazette was to conduct validation of the BBI Task Force’s report that was launched in November 2019. Crucially, the committee was to “propose administrative, policy, statutory or constitutional changes that may be necessary for the implementation of the recommendations contained in the Task Force Report”. In the speech that some within the BBI team say pointed to what the eventual report will look like, the President called for changing of the political architecture by “re-engineering our constitution”.
