While Azerbaijan has pledged to respect the rights of ethnic Armenians, most of them have rushed to flee the region, fearing reprisals after three decades of separatist rule. The statement added that Azerbaijani authorities have held three rounds of talks with representatives of the region’s ethnic Armenian population and will continue those discussions.
