David Fiaalii Nonoa treated and billed ACC for treating family members hundreds of times when industry rules advise against it. Nonoa billed ACC for 775 treatments provided to four close family members over an 11-year period, between 2004-15. However, he said Nonoa was ignorant about the rules around treating family members and charging ACC. "He was not aware he was not entitled to treat family members and was not entitled to claim for those." His sole motivation for treating family members was to help them, not for financial gain, McGill said.
