They expect actions, not words, however sincerely meant, at this point, and they are right to do so. In particular, it has nothing to say about how individual officers who contribute to bias should be held to account. The Toronto force now has a baseline for how it did as of 2020. At the same time, the force must carry through on Chief Ramer’s promise to hold individual officers accountable for failures in this area. No amount of reports on broader issues can excuse actions that harm communities who have already been let down so badly.
