Louisiana officials confirmed Tuesday that an eleventh person had died in historic flooding that swamped the state over the past week. Of the other deaths, five were in East Baton Rouge Parish, three in Tangipahoa Parish and two were in St. Helena Parish. John Bel Edwards said that at least 40,000 homes had been damaged and "well over" 20,000 people had been rescued since the flooding began Friday. Some residents returned to their flood-damaged homes and businesses for the first time Tuesday and found a soggy mess. In Ascension Parish, officials said some small towns have already been inundated.
