In Kalaburagi, the offices do open early but hardly any member of the public is seen in the early hours. “I reached the Vijayapura RTO office around 9 a.m. to get my licence renewed. While the officials come in for work almost as per the earlier timings, they wind up as per the new ones. Moreover, as people too are not used to coming to government offices early, the changed timings don’t seem to be serving any purpose. In Kalaburagi, while the offices open at 8 a.m., there are hardly any visitors in the first two hours.
