As House, Senate leaders meet, it may be back to Con-ConThe House of Representatives will consider supporting a Constitutional Convention (Con-Con) as a mode for Charter change, rather than the Consitutuent Assembly (Con-Ass), unless there is a guarantee that the Senate will support a Con-Ass, some members of Congress said yesterday. “Because if the Supreme Court says we have to vote separately, our actions will go to waste,” he added. He pointed out that there is nothing in the Constitution that requires senators and congressmen to vote separately on Charter provisions. The Ilocos Norte lawmaker, however, said that if the Senate and Lower House vote jointly, the likelihood is that the issue will be brought before the Supreme Court as a constitutional issue.
