At least nine people were killed in Porac and Lubao towns in Pampanga after a magnitude 6.1 earthquake hit parts of Luzon last April 22. She said that the quick response strategy is a model that should be carried out in the entire country during times of emergency. While in Cebu, Arroyo also conducted an inspection in the 36-kilometer Naga Highway, which was built during her presidency in 2006.
