WASHINGTON—Arizona Republican Sen. Jon Kyl will resign from the Senate before year’s end, giving the state’s GOP governor the chance to appoint a successor to serve until a special election in 2020. Arizona Gov. Doug Ducey’s top two prospects for the seat are his outgoing chief of staff, Kirk Adams, and Rep. Martha McSally, who narrowly lost a Senate race this year to Democrat Kyrsten Sinema, according to people familiar with his deliberations.
