A federal appeals court ruled Friday that the Trump administration had been “arbitrary and capricious” in its bid to end an Obama-era program that shields young undocumented immigrants from deportation. The decision is similar to one reached by the U.S. Court of Appeals for the 9th Circuit. The Trump administration has asked the Supreme Court to intervene.
