The PNP also urged the public to not join mass protests in time of public health emergencies. He added that the approval of a bill on third reading could be rescinded by action of the House. During his address to the body on Friday, Cayetano defended the bill, saying the bill adopted an international definition of terrorism, saying terrorism is not activism.
