KRASNOGORSK, Russia—This summer, as the U.S. charged a dozen Russians with interfering in last year’s presidential election, one American was doing his part to influence a vote in this bland Moscow suburb. He was trying to win it. Veteran professional fighter Jeff Monson, originally from St. Paul, Minn., starred in a campaign video promoting a Russian party’s pledge to deal with stinking garbage dumps that had provoked protests earlier this year.
