Kenney drew a bead on the free-spending ways of Notley's four years in government, with a carbon tax and billions of dollars borrowed to pay for capital projects and program spending. He said she brought in a provincial carbon tax to placate the prime minister, and didn't push him until recently on a B.C. 'Frustrated and disappointed'Calgary pollster Janet Brown said the marquee matchup of Kenney versus Notley never materialized.
