New York state lawmakers moved to further decriminalize marijuana Thursday after a larger effort to legalize the drug collapsed. Members of the Democratic-controlled Senate approved a bill on party lines that would make the possession of up to 2 ounces of marijuana a noncriminal offense, subject to a summons and fine similar to a traffic ticket.
