It is still not known where will get the harshest rules - with pubs, gyms and betting shops being forced to shut. But many parts of the Midlands and North seem likely to be placed in the most serious Tier 3 based on latest infection rates. Knowsley on Merseyside has the second highest rate, which has climbed from 485.9 to 669.5, with 1,010 new cases. Neighbouring Liverpool is in third place, where the rate has increased from 504.4 to 598.5, with 2,981 new cases. And even early on Monday morning, it is still not known if all agreements have been reached about which category different places will be given.
