Roy Moore, a former state Supreme Court justice, and Senator Luther Strange, who was appointed earlier this year, advanced on Tuesday in the Republican primary for the Senate seat in Alabama vacted by Jeff Sessions, now the attorney general. Mr. Moore and Senator Strange will compete in a runoff on Sept. 26.
