A spokesperson for the minority in parliament, Cassiel Ato Forson has described the president as dishonest for saying there will be no haircut on financial instruments. Ato Forson stated that the government is about to impose a haircut on both domestic and external debtholders. "I heard the deputy minister say that the only debt instrument that will not be affected by a debt restructuring is Treasury bills. This simply means that if you are a domestic debt holder, bonds are going to be affected by the restructuring. "The Eurobonds are going to be affected; term loans are going to be affected.
