The Great Plains and Upper Midwest are facing a second major storm in as many months, with some flooded towns now waiting for as much as 20 inches of snow on top of a muddy mess left from the previous storm. Bryon Miller, a meteorologist at the Omaha office of the National Weather Service, said the storm, categorized as a bomb cyclone for its extreme drop in atmospheric pressure, is expected to bring strong winds, rain and the potential for 10 to 20 inches of snow in parts of western Nebraska, South Dakota and western Minnesota.
