KABUL—The Taliban warned voters they would be killed if they went to the polls. The government failed to open polling stations on time, and there were widespread accounts of ballot shortages, unprepared election workers and breakdowns of much-hailed biometric devices meant to prevent voter fraud. By nightfall, at least 27 civilians and nine security forces were dead and more than 100 people wounded in election-related violence across the country, said Deputy Interior Minister Akhtar Mohammad Ibrahimi.
