A confidential report from Toronto’s city solicitor has recommended against a legal challenge of Bill 184, a newly passed piece of provincial legislation that alters rules for renters and landlords, the Star has learned. The advice from the city solicitor was submitted as a confidential document to city councillors on Monday evening. Mayor John Tory, who has been facing pressure to respond to the legislation, has pointed to the fact the city solicitor was due to provide council with advice. Tory’s office declined to comment Tuesday about the solicitor’s Bill 184 recommendation, citing the document’s confidentiality.
