Unfortunately, Liberal ministers do not seem to be able to recognize omnibus bills when they see them, let alone agree on what is the proper use of such bills. Whether it was a proper or improper omnibus bill is another matter. Budget bills are classic examples of omnibus bills. This helps explains why Morneau could state so categorically his “modest” 190-page budget bill was “absolutely not” an omnibus bill. In its 2015 election platform, the Liberal party promised not to resort to the use of omnibus bills to avoid parliamentary scrutiny.
