“Maine really motivated myself to look into the ballot route,” Nebraska state Sen. Adam Morfield said. He and other Nebraska legislators have tried advancing Medicaid expansion through legislative channels for years, and are trying again this year. But Morfield said he’s also working with private organizations to get the issue on the ballot this November. A 2012 Supreme Court ruling made this policy optional for states, however, and 18 states have declined to participate. Nationwide, almost 2.5 million people who would qualify for Medicaid under this policy are uninsured, according to the Henry J. Kaiser Family Foundation.
