Panelo said the communist rebels were using the truce to catch the soldiers “off-guard.”“They have been declaring they will have this truce. Duterte terminated peace talks between the government and the communist rebels in November last year amid the NPA’s continued attacks on state troops. He also declared the CPP and NPA terror organizations and ordered the arrest of their officials.
