ACTS chief executive Steven G. Liga said the group has talked about opening a Manassas office for years. ACTS is doing so now because the funding it receives for domestic violence and sexual assault programs has doubled, he said. That thinking could begin to change, however, since the Dumfries-based organization opened a satellite office in Manassas last week. ACTS is hiring three staff members who will be based in Manassas, Liga said, and others will work there as necessary.
