The construction site of the Southport setback levee is seen in West Sacramento, Calif. In Sacramento, where the American River flows into the Sacramento River, 180,000 structures are at risk of flooding. In neighboring West Sacramento, population 50,000, every home and business is in a levee-protected flood plain. The setback levee will help further protect neighborhoods in West Sacramento from flooding, should the Sacramento River breach the levees already in place.
