Agricultural growth was close to 3 per cent throughout; industrial growth accelerated from 4 to 8 per cent, and growth of services from 6 to 10 per cent. The world’s largest democracy is stuck with a number of poorly performing governments; they are the main obstacle to the improvement of many services.
