Labour’s motion today does not end the prospect of a no-deal Brexit. It merely paves the way for MPs to block off one route to a hard rupture with Brussels. The motion, which appears very likely to pass this afternoon, would give MPs, rather than the government, control of the Commons agenda on a specific day later this month. On that day they are expected to vote that the government must not prorogue parliament (that is, bring the session to an end) without the support of a majority of MPs.
