That new phase starts on Monday in Marrakesh, Morocco, where the next major United Nations climate change summit conference will take place. The world is more than 20 years into concerted efforts through the United Nations to deal with climate change. COP1, the first of the annual climate change conferences, began with a 1995 meeting in Berlin. Of course, governments alone won’t stop climate change, even if they have the national will to slash emissions.
