A 9-year-old’s murder stumped police for 25 years. Her killer may have been hiding in plain sight.

The crime shook the community, leading schools in the St. Louis suburbs to institute buddy systems so that no children walked home alone. “We’ve had the best investigators, the best technical help, the best forensics, and we still haven’t cracked it,” St. Ann Police Chief Bob Schrader told the Post-Dispatch in 1998. After being released on parole, he returned to the St. Louis area, where he grew up. But he had relatives in St. Ann, which is less than eight miles away. It’s unclear exactly when Cox left the St. Louis area, but he was living in Colorado when he was arrested in a sting operation in 2003.
