The guilty teen was an exceedingly troubled boy who should never have been placed in proximity with other vulnerable teenagers. Calver sat David in a chair outside the master bedroom while he went to get a towel and call 9-1-1. The first foster home was determined to be inappropriate for David’s needs and he was eventually transferred to Expanding Horizons. There are some 300 licensed group homes in Ontario, nearly half of them run by for-profit companies. David’s parents and his sister have also been deeply traumatized by the boy’s murder, struggling to understand how it could ever have happened.
