Isis’s propaganda wing, Amaq, claimed responsibility for the attack, which hit a registration centre within a heavily populated Shia neighbourhood in the west of the city. Afghanistan began registering voters on Sunday, April 15 for the long-delayed parliamentary elections, which are due to take place in October.
