Mr. Biden’s campaign announced on Thursday that he entered July with $242 million in the bank, up from less than $60 million at the beginning of April. Donation limits during the general election skyrocket because, as the expected nominee, Mr. Biden can raise money simultaneously for his own campaign, the Democratic National Committee and state parties.
