Two members of a secretive evangelical church were charged Friday in an unemployment benefits scheme that former congregants said was part of a plan to keep money flowing in despite the struggling economy. They were both charged in a criminal bill of information, which generally means defendants have agreed to waive indictment and plead guilty.
