Carrie Lam says Hong Kong society has paid a heavy price due to multiple unprecedented challenges. This year's Policy Address emphasized on cooperation with mainland as the Chief Executive Carrie Lam visited mainland and gained full support of the central government for economic recovery. Lam said unprecedented social unrest, the coronavirus pandemic, the economic contraction and unemployment have all seriously damaged social stability, stifled economic development, and undermined Hong Kong's international image. "As such, the primary objective of this Policy Address is to look at ways to get Hong Kong out of the impasse and to restore people’s confidence as soon as possible," Lam said. Lam said she therefore postponed the delivery of this year's Policy Address, to allow her to discuss with relevant mainland authorities.
