‘Traumatizing and abusive’: Immigrants reveal personal toll of ankle monitors


Electronic ankle monitors, which track geographical information, have long been used in the criminal justice system, and in the past 20 years, by immigration authorities. The program uses electronic ankle monitors and phone apps to track people who would otherwise be incarcerated. For the 96,574 individuals enrolled in Isap in May 2021, 31,069 were wearing the ankle monitors. The company declined to answer questions about the ankle monitors and complaints from immigrants, and referred all questions to the Department of Homeland Security. One in five individuals reported experiencing electric shocks from the ankle monitor, including one who went to the emergency room.
