According to AKO-Bicol Party-List Rep. Rodel Batocabe, only a miracle can save Cha-Cha which the House members spent a lot of time and resources campaigning for since the start of the 17th Congress over two years ago. “Cha-Cha is gasping for breath,” said Batocabe, who is among the newer members of the House Minority Bloc led by Quezon 3rd district Rep. Danilo Suarez. While Speaker Arroyo continued the push for Cha-Cha, she was more accepting of the Senate’s participation on the matter as spelled out in the Constitution.
