On December 4, the President signed EO 70, which institutionalizes a “whole-of-nation” approach in achieving “inclusive and sustainable” peace. It also cited the need to formulate a National Peace Framework. He said the executive order would be in line with the “anti-peace” Presidential Proclamations 360 and 374, cancelling the peace talks with the communists and declaring the CPP and NPA as terrorists.
