A think tank has written to the Goa Director of Social Welfare, a nodal department for persons with disability, over an inordinate delay in notifying the draft rules for the implementation of the Rights of Persons with Disability Act, 2016, in the State. Apart from typographical and spelling errors, terminology used in the draft rules is offensive and derogatory to persons with disability. However, I-DARE has pointed out that disability research is being carried out through allied fields, more robust than pure sciences and medicine. “We recommend that the rules be technically edited or checked by experts from fields like psychology, disability medicine and education,” the letter said. The think tank sought to know the current status of notification of the drafted rules, the process to be followed and time frame for it.
