The Barangay Assembly Day is set for the last Saturday of March and the second Sunday of October of every year. “Even at this early stage when talks are still ongoing about federalism, barangay officials can already ask their constituents what they think about it and how it would affect their lives,” he said. Earlier, the Department of the Interior and Local Government forged a memorandum of agreement with the People’s National Movement for Federalism (Penamfed), a private sector organization, to launch a massive information campaign on overall benefits of federalism to the country. Duterte, during the election campaign, had been very vocal in his plan to shift from a parliamentary to a federal system of government. Under existing law, the barangay should hold their respective assembly days to report their accomplishments and discuss their plans and issues with their constituents.
