The hiring of staff had been held up and officers instructed not to show the file regarding the matter to him or his Ministers, the CM said. The Chief Secretary had been directed to ask the L-G for his approval to empower medical superintendents to recruit required staff, said Mr. Kejriwal. He added that the proposal had been sent to Mr. Baijal without showing it to him, Finance Minister Manish Sisodia and Health Minister Satyendar Jain. Accusing the “bureaucracy” of imposing conditions that would have curtailed the medical superintendents power to hire, Mr. Kejriwal said he asked for the file before it was sent to Mr. Baijal. Since all matters related to services are under the direct control of the L-G, Mr. Kejriwal said that the final decision would be taken by Mr. Baijal.
