The report by Wiltshire police, however, revealed that Heath was “sexually active with consenting adults”. The claim, which is separate from the allegations of sexual abuse, was made by two witnesses who spoke to police. There was no clue, though, as to whether the adults were men or women, or when the activity took place. Lord Armstrong of Ilminster, who was principal private secretary at No 10 when Heath was Conservative prime minister between 1970 and 1974, said in 2015 that he “never felt a whiff of sexuality about Ted Heath, whether it was in relation to women, men or children”.
