Abortion should be allowed on demand up to birth, a Scottish Government-commissioned report has recommended. The Abortion Law Review Expert Group called for abortion to be allowed beyond 24 weeks gestation for almost any reason, for decriminalisation of abortion, and for abortion to be recognised as a right for “all pregnant people” in Scotland. Among other controversial recommendations, the group opposed mandatory counselling, stronger protections against coercion, and a prohibition on sex-selective abortion. “Major links” already exist between Russell Group and German universities, the university association, said, citing “strategic partnerships, joint research centres, exchange programmes and joint training”. To strengthen links between the UK and Germany, the Russell Group said, greater support should be provided for joint PhD and postdoctoral programmes. Agreements between UK and German research and innovation funders, meanwhile, should be developed to “cut red tape”. Tackling data governance and exchange barriers and improving coordination, the Russell Group said, “would further reduce friction and help projects move faster from idea to impact”. In May Prime Minister Sir Keir Starmer announced measures which he said would ensure net migration falls "significantly" over the next four years. The new figures make little change to the overall estimate of net migration to the UK between 2021 and 2024, falling slightly from 2.6 million people to 2.5 million in the revised report. Based on that method, the ONS now thinks that 257,000 British nationals left the UK in 2024 while 143,000 Britons living abroad returned. Using that method such a person would usually be counted as an emigrant, skewing migration figures. The ONS has stopped using this method to measure EU migration, instead of using visas and border data shared by the Home Office.
