The "rat revolution", as Gaddafi called it in a delirious speech at the end of February, continued for another eight months, supported by NATO bombings. The death of the dictator led to the first democratic elections in Libya on 7 July 2012, which were followed by another election for the current House of Representatives way back in 2014. The Tripoli government has prepared a large demonstration for tomorrow in Martyrs' Square, the former Green Square of the deceased Gaddafi Jamahiriyya. “The question is whether this is an attempt by Haftar to curry favor with the Greens,” a Libyan source tells “Agenzia Nova”. Khaled and Saddam Haftar were recently promoted from brigadier general to major general.

Adding to the complexities is the reality of two rival administrations, with the internationally recognized Government of National Unity (GNU) based in Tripoli and the Government of National Stability (GNS) in the east. The President of the Presidential Council (PC), Mohamed al-Menfi,“does not want to be seen as a party, but is prepared to act as facilitator to support my initiative”, Special Representative Bathily told ambassadors. Security Council's 'critical role'Mr. Bathily reiterated the UN's readiness to consider proposals that could lead to a solution based on a peaceful and inclusive settlement. He highlighted that the Security Council and the international community have a“critical role” to play in pressuring Libyan leaders to engage constructively. On the security front, hundreds of Chadian mercenaries and foreign fighters reportedly returned from Libya to Chad, however, security in southern Libya remains alarming due to the crises in Sudan and the vast Sahel region.

Sarr won the Marcello Mastroianni prize for best emerging actor at the Venice Film Festival, where the film premiered. In real life, the actors had little knowledge of the horrors of the migrant route before they began filming in their native Senegal. "Matteo made this movie to let you see what happens in fact, the reality of what we (Africans) suffer to come to Europe,'' Sarr said. His dream is that “Io Capitano” will influence migrant policy around the globe by focusing public attention on the often untold-horrors. Kouassi, the two young actors and the director are currently in the United States promoting “Io Capitano” in its Oscar campaign.

“Climate and conflict are two leading drivers of (our) global food crisis,” the secretary-general said. And in Myanmar, prospects of ending hunger have gone into reverse because of conflict and instability, he said. Simon Stiell, the United Nations climate chief, told the council that climate change is contributing to food insecurity and to conflict. Framework Convention on Climate Change said the Security Council “must acknowledge more can be done rather than hoping the problem will go away — which it won’t.”The U.N.’s most powerful body should be requesting regular updates on climate security risks, he said. But climate change, environmental and security pressures have led to increased tensions and competition between herders and farmers for scarce resources including water and land, she said.

In an urgent appeal to the heart of Libya's political turmoil, Abdoulaye Bathily, the U.N. special envoy for Libya, has sounded the alarm on the country's precarious path towards disintegration. The envoy's address to the Security Council laid bare the stark reality: without immediate action to form a unified government and progress towards elections, Libya stands on the brink of falling apart. Libya, a nation once buoyed by the promise of a post-Gadhafi future, now finds itself mired in a complex web of political strife. Yet, the emphasis on dialogue without preconditions, coupled with a unified international approach, offers a glimmer of hope. As Libya teeters on the brink, the collective will to forge a unified government and pave the way for elections emerges as the only beacon of hope.

Libya plunged into chaos after a NATO-backed uprising toppled and killed longtime dictator Moammar Gadhafi in 2011. In the chaos that followed, the country split, with rival administrations in the east and west backed by rogue militias and foreign governments. In response, Libya’s east-based parliament appointed a rival prime minister, Fathy Bashagha, but suspended him last May. The powerful military commander Khalifa Hifter continues to hold sway in the east. The U.N. envoy urged the rival players to lift bans on activities of the High National Elections Commission so local elections in 97 municipalities across the country can take place this year.

TUNIS, Tunisia — Tunisia’s coast guard retrieved the bodies of nine people who died after their boat sank on Thursday, marking the latest disaster for migrants trying to cross the Mediterranean Sea to Europe. Coast guard spokesman Houssameddine Jbabli said the boat, which was carrying non-Tunisian passengers, likely embarked from Libya and that survivors were transported to a local hospital in Tunisia. The relatives have demanded information and a governmental response to the growing number of Tunisian youth who go missing attempting to cross the Mediterranean. A greater number of migrants entered Europe from Tunisia than Libya, Morocco or Turkey in 2021. Using compiled data from Europe, Tunisia and U.N. agencies, FTDES said more than 80,000 migrants had been intercepted at sea in 2023 — a figure more than twice as large as the prior year’s.
