More than 5,000 people were killed in Libya after torrential rains caused two dams to burst near the coastal city of Derna, destroying much of the city and carrying entire neighborhoods into the sea, local authorities said on Tuesday. Libya, a North African nation splintered by a war, was ill-prepared for the storm, called Daniel, which swept across the Mediterranean Sea to batter its coastline. The country is administered by two rival governments, complicating rescue and aid efforts, and despite its vast oil resources, its infrastructure had been poorly maintained after more than a decade of political chaos. In the city of Derna alone, at least 5,200 people died, said Tarek al-Kharraz, a spokesman for the interior ministry of the government that oversees eastern Libya, according to the Libyan television station al-Masar. But the floodwaters also swept through other eastern settlements, including Shahhat, Al-Bayda and Marj, and at least 20,000 people were displaced.

According to data from the World Bank, in the five years before 2022, China’s economy grew by 7 percent annually in U.S. dollar terms, accounting for an extraordinary 29 percent of global growth. Now, with China’s economy slowing rapidly, many analysts around the world worry that a continued contraction in Chinese growth could potentially have an adverse global impact. Without China acting as the global engine of growth, they say, growth around the world could stall. To begin with, it is a mistake—albeit a very common one—to refer to China as the global engine of growth. And because trade surpluses go hand-in-hand with capital outflows, these trade surpluses also make China the world’s largest net exporter of capital.

Shawn Modise, the acting project management unit manager at the Northern Cape Economic Development, Trade, and Investment Promotion Agency, has stated that the government intends to play a crucial role in reducing the risks associated with green hydrogen projects while supporting the Northern Cape’s green hydrogen ambitions and facilitating industry growth. Speaking at a conference in Johannesburg, Modise highlighted the Northern Cape’s inherent advantages that position it as an ideal hub for a national green hydrogen ecosystem. The Northern Cape’s less complex topography makes it an attractive area for green hydrogen development, with 50% of its land suitable for solar or wind projects. The region’s substantial mineral deposits, accounting for 28% of the Northern Cape’s GDP, also make it attractive for development, particularly in the mining sector. The government is also committed to supporting permitting, setting localisation policies, and providing capacity development support for community involvement in the ecosystem.
