The House of Representatives on Thursday approved a full report of the proposal to set up a casino-entertainment zone in Thailand following a three-hour meeting to discuss the matter. Sanhapot Suksrimuang, a committee member from the Palang Pracharath Party (PPRP), told the House the study took 240 days and its report was comprehensive. The MPs spent about two and a half hours making observations and suggestions before endorsing the report. Meanwhile, Thanakorn Komkrit, secretary-general of the Stop Gambling Foundation, criticised the committee report as lopsided, saying it hardly touched on how to prevent illegal gambling dens and widespread online gambling. Despite spending eight months studying the issue, the committee also failed to look into the exploitation of casinos by criminal gangs to launder dirty money, he said.

(Photo: AFP)The requirement that all international travellers show proof of full Covid-19 vaccination before boarding flights to Thailand will take effect from Sunday, the Civil Aviation Authority of Thailand (CAAT) said on Saturday. The aviation regulator has formally notified all parties about the change to arrival rules for international travellers aged 18 and over. The vaccination requirement was scrapped last October but it has been revived as travel from China is about to resume worldwide on a large scale. Public Health Minister Anutin Charnvirakul has said that any rules adopted in Thailand must not discriminate against any particular country. Thai passport holders or travellers in transit are not required to submit proof of vaccination or hold a Covid-19 insurance policy.

As well, visitors who will be travelling onward from Thailand to a country that requires a negative RT-PCR test result must provide proof of insurance. India this week imposed a similar mandate for visitors from five countries: Thailand, China (including Hong Kong), South Korea, Japan and Singapore. Thailand last October scrapped the requirement for proof of vaccination and antigen test results as well as health insurance. Visitors who will be travelling to countries that require proof of a negative PCR test should stay at hotels with standard disease control measures and Covid-19 test services, he added. Health authorities, he said, would continue monitoring the local Covid situation and could adjust measures to cope with changing risks.

Gulf completed its tender offer for a stake in InTouch in 2021, becoming the biggest shareholder in the tech and telecom-oriented holding company. In December 2022, Gulf, through its subsidiary Gulf Ventures, acquired a 41.1% stake in SET-listed satellite service provider Thaicom from InTouch. So, the alternative for Gulf is to purchase more shares of InTouch -- the biggest shareholder of AIS -- from Singtel, which owns around 27% of InTouch's shares, he said. Following such a move, Gulf may pursue a share swap to become the direct major shareholder of AIS while delisting InTouch from the Stock Exchange of Thailand (SET). Mr Pisut said Gulf is unlikely to grab additional shares in the tender offer as the market price of Thaicom shares is now higher than 9.92 baht.

State helps fund upgrade of Pluak Daeng hospital 2The Eastern Economic Corridor (EEC) Policy Committee, chaired by Prime Minister Prayut Chan-o-cha, yesterday greenlighted a 2-billion-baht investment to upgrade Pluak Daeng hospital 2 in Rayong. Pluak Daeng hospital 2 will become the first hospital in the country in which the government will establish a joint venture with the private sector, with the bidding for its construction scheduled to be called early next month. Pluak Daeng hospital 2 is in Rayong province, one of the three provinces that comprise the government's flagship EEC development project. It is expected that the upgraded second hospital in Pluak Daeng district would become operational over the next three years. Only the Thai private sector is allowed to participate in this investment project."

MRTA to resurface roadsCity Hall has set April as the deadline for the Mass Rapid Transit Authority of Thailand (MRTA), the contractors of the Orange, Pink and Yellow lines and other stakeholders to restore road surfaces around construction sites. Mr Chadchart's main concern was traffic problems around the construction sites, he said. MRTA and the contractors also have to speed up their pipe and conduit-laying processes, repair road surfaces and recheck drainage systems around the sites, according to the order. Stakeholders must also remove construction barriers from areas no longer in use while limiting in-use areas to the smallest size possible, it added. Stakeholders are also required to improve pavements, paint road markings and prepare traffic signs for the restored areas, it said.

High-speed trains comprise a portion of the state investment budget. Disbursement of the state investment budget in fiscal 2022 tallied 74% of the total investment budget of 611 billion baht, the highest level over the past five fiscal years, says Kulaya Tantitemit, director-general of the Comptroller-General Department. The government set a disbursement target of 75% for the investment budget of 689 billion baht in fiscal 2023, of which 15% was achieved during the first two months of October and November. The investment budget for fiscal 2023 accounts for 21.7% of the state's total expenditure, the highest proportion since 2018. She said the department accelerated the disbursement for contractors working on state projects and eased obstacles that delayed disbursement.

Rohingya need urgent rescueToday, as Christmas marks a celebration of family and giving around the world, about 200 Rohingya refugees are stranded at sea, starving and dying. When the boats were adrift near the Phuket shores, human rights groups called for an urgent rescue from the government. The desire for a better life has made them an easy target for transnational human trafficking rings. In 2015, the world was shocked when the mass graves of over 30 Rohingya bodies were discovered at an abandoned human trafficking camp in Songkhla province.
