For years, Libyan authorities and various armed groups around the country have restricted the ability of nongovernmental groups and their staff members to operate, Human Rights Watch said. The Fact-Finding Mission said the GNU authorities did not give them access to detention facilities anywhere in Libya during their two-year mandate. Several members of nongovernmental organizations told Human Rights Watch that their foreign employees had been unable to obtain entry visas since the end of 2022. These included international humanitarian and human rights organizations, and implementing partners of the UN in Libya. A slew of vaguely worded laws governing expression, assembly, association, cybercrime, and crimes against the state severely restricts nongovernmental organizations in Libya.

UN Deputy Envoy to Libya Raisedon Zenenga discussed Monday Envoy Abdoulaye Bathily’s comprehensive approach to enable elections with a group of the Libyan Parliament members from Tripoli, Benghazi, Murzuq and Warshafana, according to UN Support Mission in Libya (UNSMIL). Reiterating UNSMIL’s offer of technical support to the 6+6 committee of the Parliament and the State Council, DSRSG Zenenga highlighted the importance of completing the electoral laws in time for elections to take place this year, in line with the demands of the Libyan people, UNSMIL said in a statement. The Parliament members shared their views on the political, security and other challenges which are preventing progress in Libya. The meeting also discussed including views from civil society, women, youth, political parties and cultural components in addressing the factors that caused elections to fail in 2021.

Human rights organisations are calling on the EU to stop cooperation with Tunisia on migration control, insisting the north African state should not be considered safe. In a statement on Monday, the organisations called on the EU to provide safe routes for people wanting to leave Tunisia and stop border control funding to the country. “We ask the authorities of the European Union and its member states to stop their cooperation with Tunisian authorities on migration control. We also ask to stop their financial and technical support to the Tunisian Coast Guard, and provide safe routes for all,” the organisations said. They insisted that disembarkation in Tunisia of people rescued at sea violates international human rights and maritime law.

The security unrest in Sudan will “negatively affect the security of Libya’s southern borders,” warned Libyan member of parliament Saeed Amgheib. The International Organization for Migration (IOM) said Monday 6 migrants were intercepted and returned to Libya in the past week. “In the period of 9 April – 15 April 2023, 6 migrants were intercepted and returned to Libya.,” IOM said in a statement via Twitter. So far this year, a total of 4,247 migrants were intercepted and returned to Libya, mostly men including 205 women and 109 children. 300 migrants died and 218 others went missing off the Libyan coast during the same period, IOM revealed. In 2022, a total of 24,684 migrants were rescued and returned to Libya, IOM pointed out, adding that 529 migrants died and 848 others went missing off the Libyan coast on the Central Mediterranean route.

The Food and Drug Control Center has announced the temporary closure of a number of dairy factories in the city of Gharyan, after five children were poisoned. According to the Director of the Information Office, Mohammed Al-Zayyat, the center said that they analyzed samples from factories in the city, and it became clear that they contained materials unfit for consumption, due to the lack of standard specifications, health requirements, and sterilization methods in factories. Al-Zayyat added that the center ordered the quantities to be destroyed immediately after discovering that they had been subjected to poor storage, explaining that the center will launch inspection campaigns on dairy factories.

The emergency team of the Red Crescent Society, Derna branch, has recovered remains of an unidentified body at the Karsa area coast. This came after a tip was received by the Derna Military Prosecution, according to the branch's statement on its Facebook account on Friday. The statement indicated that the remains were transferred to the refrigerator of Al-Huraish Hospital in Derna, in order to present them to the forensic doctor and take due legal measures.
